Couldn't agree more with you regarding underhanded pork barrel or stealth legislation tactics. I don't care how noble the cause; if you must resort to stealth legislation to pass the bill, it means you have failed to convince the majority of the voting public/legislature that your opinion is right, and that means there is a very serious danger your opinion might be wrong -- or at the very least, so unpalatable to the voting public/legislature that you will have no end of head- and heart-aches trying to make it work after it's legal.
